Good choice for winter tires might well be continental winter contact tires; they're fine tires for mixed snow and ice since it doesn't seem like you'll need studded tires. Plus they're fine tires when snow and ice isn't a problem; studded tires are not. I'd definitely run full length fenders on a commuter. I really like vintage mtbs with fat tires for commuters.
