For sure full length fenders and even if you have to add on some extensions on the fenders. You will get as wet from what comes up at you as what falls from the sky. Layer your clothing... wik wear base layers and keep the clothes thin but warm for maneuverability with a wind/water proof breathable outer shell. Bulky only hinders your ride and makes it uncomfortable.
