This guy would not last long in my town. Just today on a ride I was waving for a car to go ahead an pass me. At the light I found out it was an unmarked police. We have a friendly little chat about cycling. This "semi-scofflaw" I'm guessing would have gotten more than a friendly chat.
The cops here don't care. I was told BY an NOPD cop that "so long as I don't make him spill his coffee in his unit trying to avoid killing me, he does not care how I ride". NOPD is up to their neck in serious crimes. What cycling citizens do is not even on their radar.
