Here is an update:
I'm having a buddy do the work. He doesn't share my obnoxious ideas on "safety colors" so it's now rustoleum for inside the frame, white primer and basecoat.
Then this paint:

Then hopefully the Glowz paint

We don't know if it should be reflective over Glowz or vice versa. The solution is to do it one way on the forks and look at it. Any pro's out there?
