Banks went to ATMs in the 1980s and all the drive-thrus disappeared.
A number of banks here that built drive thru's before still operate them that way, others, have converted them to ATMs, and a few have done both with ATMs in some lanes and drive thrus in others.

Note that ATMs often cannot serve all the needs of business clients, so it they had drive thrus, many banks decided to keep them a while longer.

But all this debate about drive thrus is meaningless. Bicyclists can use them if the bank chooses to allow, and walk inside if not. It's not a big deal either way.
