They interpreted the law to say that a horse drawn buggy would not be allowed in the main traffic lanes, same with a semi or tractor(sometimes farm equipment falls under different rules?) going to slow. Have you seen anywhere that they were only going to apply to cyclist? I doubt they will actively patrol for it, would probably take a phone call/complaint which I think usually happened in Ms. Schill's case?
