If a wheel is not tensioned properly at the outset - and many machine built and OEM bike wheels are not - then they can be subject to excess stress and breakage later on. There is nothing in the machine building process that harms the spokes, so a machine built wheel that is properly tensioned, with good quality spokes and hub, is no different than a hand-built wheel. Assuming your rim is in good shape - no impact or accident stresses - a double-butted rebuild would be the best solution. A less expensive alternative for someone looking for a complete new wheel may be to order factory built double butted wheels and have them tensioned with a tension meter (or a very experienced set of hands).
