Strava's general heatmap does not require a fee. What requires a paid membership is for them to display a heatmap of your own personal rides.
To see the local heatmap of all Strava rides, start to
create a new route, click on the "gear" icon in the top left corner of the map window, click on the "Global Heatmap" toggle switch, and voilą!
