Here's a couple tips for trying to beat the segment. Make sure you're the lightest you can be. Ditch the water bottle(s) maybe even the cages.
Some people around here use a friend to draft behind at the beginning and then another one waiting mid-segment. Is it Kosher? I'm not sure but I've seen people do it.
Another thing is to make sure the wind is at a favorable direction at the specific day/moment.
Some other not so Kosher/safe suggestion would be motor pacing. A friend on a motorcycle, wife driving a mini van with the tailgate open (LOL).
How busy is this street? If it's a neighborhood type of street and you have somebody to watch for traffic cutting the corner will shave a few yards off that run. I'm not sure I'd recommend but...

...Strava can get silly sometimes!
