There are laws that define parking violations which are based on the car, not who parked it. OTOH running a red light is a moving violation chargeable to the driver. Red light cameras need a change in state law creating a class of violation that fits the new condition, ie. similar to parking laws so the driver doesn't have to be identified.
So, discounting the other issues, a local jurisdiction cannot install red light cameras without enabling legislation from the state.
Our red light camera and mobile speed camera tickets are classified as Civil Offences (like parking tickets)vs. Criminal Offences, and as such the violations do not appear on ones driving record. Apparently NY doesn't see the need for the nanny cameras.
