I ride all winter, commuting to work on one of my road bikes (700x23 Conti Ultra-gaitorskins). Rain is not a problem, though keeping the bike clean is more of a challenge. Frequent chain cleaning is good, as is maintaining clean wheel rims and brake pads.
The advice on metalwork in the road (grates, drain covers etc. ) is very pertinant - literally steer clear of these if you can! An old "beater" bike for winter is great if you can accommodate/afford it.
Be careful though, I rode over a brand new white line on the road this morning (wet) and the front wheel broke away momentarily whilst riding in a straight line. Yikes
