I don't have a situation like that on my commute, but I'd wait my place in line. No filtering allowed in PA unless in the shoulder, so drivers would definitely not expect a bicycle to come up on their right.

I do ride up on the shoulder with a line of straight cars if the line is longer than 2-3 cars.
