There is a guy on my commute who does this. I have to think of one of the most common complaints I get from people I work with about bicyclists, and that is when they filter, cars 'have to' keep passing them, repeatedly. The legality varies I suppose, but for the type of advocacy I practice, advocacy that takes our perception into consideration, I will usually do whatever will make me a non-nuisance in any given situation there are options.
