Oh boy. It's really getting deep in here now. Good luck making a citizen's arrest for a civil infraction, assuming there's actually even a statute prohibiting blocking a short MUP in a park. Public, as in they had as much right to be there as the OP. And are you claiming that you've never accidentally blocked someones path on a sidewalk, in a hallway, etc.?
