Joey - apparently the meaning and intent of the symbols on the path is not obvious to everyone. I think most people would follow the intent if they understood it - not all, but most. Especially if they understood it's a safety issue for both peds and riders.
What other signage is there? The bike painted on the bike lane only seems to indicate that's where bikes should be -
it does nothing to communicate that that lane is exclusively for use by cyclists. So is there other obvious and repeated signage that does indicate that? If not, then interpretation is up to each individual path user. Some will understand it, some won't.
