Ontario wants to become a prime cycling destination. Email them and tell them you will tour in Quebec because the cost of camping in parks is ridiculous. Also, tell them most Quebec Parks, if not all, have a "welcome cyclists" policy where they don't refuse any cyclists, like an Ontario park did to me.
