There's absolutely nothing wrong or jackass about that bike. It's a speed record motor pace bike, and the reversed fork allows the rider to tuck in closer to the pacing vehicle, whilst also increasing the trail for better high speed stability. The super large chainring allows the rider to achive a much higher top speed, since the wind resistance is much lower when drafting behind a vehicle.
