We've had that issue as well, mostly with out developers hosting in their own SQL environments. For some of them its easier than going through the DBA's.
If the SQL Server is used only by developers and testers, it's fine to share. Technically everyone using an MSDN product must have an MSDN subscription, but if most do its not a big issue. The whole department cannot share one, however.
