tires for the rain + wheel replacement for cyclocross bike

As winter is coming soon I need a tire that will grip well when the roads are wet. From searches in this forum I noticed that people recommend the schwalbe marathon supreme, which is what I have. However, when I ride through wet patches on the road (on a cyclocross bike) and attempt to lean into a turn, I lose traction and feel like I am going to fall. I can't imagine that's to be expected, are my tires shot? is it due to their narrowness? (700 x 28). I have ridden 1000 miles on them, including one 30 mile rough offroad ride. Any suggestions/ recommendations?

Additionally, I think I need to replace my wheels, they are both a bit out of true, the back more than the front, and the disc rotor rubs a bit against the brake. I have brought the bike to the shop, and they could only fix them slightly. I go up and down curbs pretty hard during the commute, looking for a tough set of wheels that aren't ridiculously heavy, but a good value at between 200-350 dollars, or less if possible.
