Quality control just doesnt seem to be what it used to. I never had the problems with tubes and tires when I was young compared to now!

Best advice I can give to get those tires on properly and stay on, (despite them being too big..!) is to air them up a little at a time and "move" the bead until it centers the tire on the rim.
