IME this depends on context. I'm only in that situation when racing or on a fast group ride, and in those contexts I'm usually spinning to 105-110 rpm before shifting anyway, so the 12 rpm jump still leaves me at over 90 rpm.
I just got a new-to-me wheelset and put a 12-23 ten speed cassette on it, because it was the first one to come to hand. This used to be my favorite cassette, now it feels weird only having a five-six rpm jump between cogs. Nowadays I'm usually on an 11-25 cassette.
