If buying a frame, make sure you get one with a threaded BB, if that's what you want.

There are lots of different types of cranks and BBs, so I don't think there's a "yes-no" answer to that question. Find a crank you like, then see what BB options there are for that one. If you don't like the options, repeat for crank choice # 2.
