The fork looks pushed back to me, but it's hard to say from photo. The downtube may also be bent (buckled) at the head lug. Obviously I can't be sure, but I'll venture that the fork is OK and the problem is the downtube. In any case, it needs a careful examination to check both and rule out damage from a front end collision.
