I don't think anyone is blaming the cyclist, or claiming he's primarily at fault. But blame is a tricky thing.

Consider someone who takes a late night stroll in a known to be dangerous neighborhood. He gets mugged. No one would say the mugger isn't at fault, but many will correctly point out the foolishness of his decision to be there.

There's zero point to pointing out the driver's errors or responsibility here on BF. Drivers won't learn anything because they're not reading the posts. So, since we're speaking to cyclists, I choose to focus on what cyclists can do, not what others should do.
