Yes, but there's an inconsistency with what the OP reports as the ERDs - the EQ21 for 26" tires (559mm) is listed as having an ERD of 548mm, i.e. just what he reported, but the EQ21L rim for 700c/29" tires (622mm) is shown with an ERD of 607mm - not 548mm. Which only makes sense - the same or similar shape rim in the two sizes would have to have different ERDs.

And the OP says that the 26" tire at least comes close to going on the rim labeled 622 - but if it's really a 700c/29" rim then a 26" tire wouldn't come anywhere close to fitting. Possibly a rim with an incorrect label? Pictures of the two rims might help clear things up.
Well I measured around the wheel on both and they were both 5 ft 9 and 3/4 inches. So I guess maybe the front rim s brake surface might have been a bit taller making removing and installing the tire very difficult? Why do you think getting the tire on and off is so difficult?
