There's been a lot of discussion here lately about cycling-specific vs. ordinary. I understand your Burley jacket was probably cycling-specific.

For those looking for ordinary, there's a nice selection of inexpensive hi-viz jackets at AlertShirt.com. Their products are made primarily for road crews, so it's durable and weatherproof.

They offer sizes up to 5XL, and every size is generously cut. I own the ANSI Class 3 windbreaker in the lower left corner of their page. I can't wear it on the bike because between my swimmer's build and the generous cut around the middle, it flaps like a flag in a gale. It's a size large and fits my arms and shoulders well. There's just too much middle for me--even after layering. I use it occasionally as a pedestrian, so I've kept it.

I use other AlertShirt products and have found the generous sizing carries through their entire line. I ordinarily wear t-shirts in size L. When I buy hi-viz t-shirts at AlertShirt, I have to order medium instead.
