I ride in SoCal, and I have never ever needed a jacket or vest, even though I have a jacket that can also transform into a vest. Arm warmers and knee warmers, good baselayers and light wool socks are all that I need and use during the fall and winter months. I suspect you can do the same in Portland, except you might also need a good rain jacket.

And if the ride gets warmer later, arm and knee warmers are very easy to stow.
