Not so much; if you buy it, adjust everything right, then return it, you're doing the next buyer a huge favor.

I bought one of the ~$75 ones marked down quite a bit to under $50, that had the bars on backwards, cones cranked down way too tight, and a half dozen other issues. Fixed those problems and my ex wife rode it for a while until I found her a scrapyard Murray and used the WalMart one to save about $100 on parts for the rusty scrap bike. Ended up being one heck of a solid bike for her ~1.25mi each way commute while she was teaching at the local college, and let her park right at the door instead of the parking lot that was more than a quarter mile away. I'd originally left it looking like crap for theft protection, (though brand new custom laced wheels, polished drivetrain and Bontrager saddle on a rusty, beat up Murray frame looked odd) but she liked it so much she had me paint it up in John Deere green and yellow.
