it wouldn't surprise me that if the kevlar bead separated from the tire, and it looks like it has, if Continental would might well be interested enough to get you to get a free replacement, regardless of wear.

but before i did that i would go to the trouble to double check that a misaligned caliper (it that's the type of brakes you have) brake pad wasn't rubbing the tire lightly in that spot.
