What do you want to compare? I think the short answer has to be "no, they are not comparable", but I'm not sure what you want to compare. Everything from the bottom bracket height above ground to the top tube length will likely be different (if the bikes are different models/styles), but it is impossible to answer without more detail.

Also, what types of bikes (old and new) are we talking?
