On the brake hoods. I have no experience with that particular lever, but most brake levers can be completely removed. Remove the cables and housings, then remove the brake levers intact. Wrap bars with some new, cloth, tape, and re-install the levers over the top of it. And yes, I think I would put a B-17 on that and save the original saddle too. Looks like he "gave up" on riding that right after he purchased it. Amazing condition. Nice find.
