Not a dumb question at all, since Lambert/Viscount was notorious for throwing odd-sized and -threaded bits and bobs on where you'd least expect it. Post some closeups of the handlebar area near the stem and one of us might know the diameter of the bar in question. Or you can buy a decent
vernier caliper for $15 and be able to measure pretty much everything you might want to replace or fix. One of my favorite tools.
