I think Sheldon Brown's improvised bolt-and-lockwasher method would suffice for installing and removing the fixed cup. That slotted adjustable cup can be adjusted with a Park pin spanner, I think--I had a Japanese cup that looked just like it.

Three-notch lockrings aren't ideal, but they do work.
