Some provinces are officially bilingual (Ontario for example), others are not and I think that Quebec's official language is French only. However, in Ontario anyway, this applies to government web sites, not private. CBC however, receives federal funding (the feds are officially bilingual) and therefore, probably more for the sake of its cross-Canada audience, its web pages are translated.
I wondered that myself.
The only officially bilangual province is New-Brunswick.
