Yes. Even with Delivery Confirmation, as soon as the carrier drops it off, anywhere, and scans it as delivered, it's a done deal as far as the USPS is concerned. And ebay as well. That's one reason I have a P.O. box. It isn't scanned as delivered until they hand it over the counter into my hot little hands.
