Why would you consider the post suspect? I don't, but then again I live in Ohio as DC does. I think the changes are good, especially when it comes to getting some control over some of the wackier local ordinances and replacing the vague 'riding to as far to the right as practicable' with some more specific guidelines. Getting rid of the stupid bell law is good too, not that I ever saw it enforced. Requiring reflectors even if you have lights wasn't bright, so getting rid of it is good as well. I don't see anything in this that would harm cyclists...so I don't understand your concerns...or did you even read it. (don't blame you if you didn't, made my eyes hurt!)
