I think DC Commuter is right. The bill would make it a lot easier for a cyclist to justify taking the lane. So in that sense it makes it easier to ride vehicularly.

Keith99 and webist are right about the importance of uniformity. I wish the bill went further. Too many Ohio cities and towns have rules requiring that all cyclists register their bikes with that particular town or city. Technically, if you want to ride across major cities, you'd have to register and display tags from each locality. Fortunately, that isn't enforced, but saying that a law isn't enforced is a poor justification for keeping it on the books.

Wheel reflectors generally don't do a lot of good. They only work when cars are at a right angle from a bicycle, so they don't give cars any warning that a bicycle is crossing too close to the car's path.

The point about headlights being visible 300' to the side is interesting. I agree that it would be interesting to see how that's measured. Does that have to be 300' in pitch black conditions? Normal night driving conditions? Overcast conditions? Does "side" mean a 90 degree angle? Or is 60 degrees enough? And how visible does it need to be? I don't know the answers.
