I dunno if any of you have ever noticed, but it's always seemed to me that a lot of these older Japanese bikes from the '70s used a narrower diameter tubing for the HBs.... That does look like an early-1970's Sugino crankset.

You're right about handlebars. The steel bars are 22.2mm, 7/8", like a mountainbike, which begs for some thicker tape.

Alloy bars are 24mm, 15/16" diameter.
The clamp diameter is always bigger, 25mm (French), 25.4mm (Japanese and other lower-level), 25.8 (TTT), 26.0(ITM and others) or Cinelli/Ambrosio (26.4).
