As far as I'm concerned, the "green" label is a misnomer. It's a question of using more of a less bad thing, vs. less of a more bad thing. As far as chain cleaning goes, using the bad stuff, but saving and reusing it forever is far better for the environment than using and disposing a water/solvent blend.

I suspect that the issue and "green" labeling might have less to do with disposal, than reducing VOCs but I'll leave that to the EPA and organic chemists.
