Ok, looked at the pic of your ride. If it was me I'd take the handlebar bag off the bars and put it on the front rack.
I have the bigger version of that bag and was unhappy with the Topeak mounting hardware. I eventually replaced it with a
Velo Orange decaleur and lowered the bag so that its weight was resting on my front rack.
