They have, for decades already. If you look at a vintage track hub, with only a single cog to support and thus minimal need for dish, the NDS hub flange sits directly over the bearing race:



But on a road hub from the same period, the NDS flange is ofset inboard by about half a centimeter:



The reason they don't ofset more on the NDS is that nearly vertical spokes on both sides results in a weak,poorly braced wheel.
