Get full zip rain pants, and as long as it isn't raining hard, you can have basically the same thing. I am a pretty big fan of them; unzipping them allows me to stay mostly dry (or totally dry if the rain lets up in the middle of my ride). If it is too warm for them (above about 50F), then I just get wet and change at my destination. Also, they make changing in/out of the rain pants so much easier.
