Dan, in the end NRG did get engage, but it expose mt LBS was lying to me, so I lost confidence and respect for them and decline to do business with them. I had posted this story as it developed as I was asking for help, but as it turn the LBS based their bait - switch story on lies I deleted it.

Good new, Mighty Riders in Vancouver was great, arrange for the bike from NRG, did the build and I took it back by Air Canada. the guys at Mighty Riders were great.

but to the OP, in this trial, I looked at buying a frame by mail order in Canada and the U.S., and got the same response about not supporting a mail order frame.
