Quick & dirty fix for a 1" headset sticking at the straight ahead position?

Evening folks,

Is there a quick fix for this problem?

The steering wants to stay centered, I would imagine as a result of one of the headset cups having a depression in the bearing race. Itīs pretty bad.

Maybe I could try popping out the headset cups and repressing them 90° to their current position?

Or take out one of the ball bearings (assuming theyīre loose, I havenīt opened it up yet)?

Headset is 1" Shimano 105 threaded, steel racing frame.
