I was also hoping to find some that can be used with a headlamp strap and with a helmet mount for biking, as well as being bright enough for off road night riding when spring rolls around.

Is there any such thing? A head lamp that also mounts on a helmet and is bright enough for off roading?
There are any number of lights like this one on Amazon that will do the job for a lot less than what you want to spend. They don't put out the light that is claimed (their actual output is 600 to 700 lumens) but for the price you can get 10 or 15 of them if you need more light
