I got a used Park tool TS-2 over 25 years ago, and have never bothered to bolt it down. Being totally portable, I can carry it into the house and true wheels while I watch TV, or place it on the kitchen counter, use it on the bench in the garage, or carry it outside, and use it while enjoying a great sunny day. It weighs enough where it's stable where ever it's placed without the tilting base or a block of plywood bolted to it,

You can use c-clamps to clamp it to a table, or bolt a square of plywood to it if you feel the need, but it really isn't necessary.
