I was just going to use my 10mm Allen key and hit it with a hammer until something turned. I'll report back.
by the way, I am delighted with the frame! The bike has plenty of clearance for 622/28 and fenders. Kind of a poor man's Surly Pacer. Full Reynolds 501.
