The EU proposed a plan to make all European city centers carfree by 2050. That idea has a lot of support, but also a lot of opposition.
I suppose a more realistic approach would be to establish target levels for significant carbon reductions, then let local cities decide on their own how they would meet such goals. Some cities, like Hamburg, might select the carfree approach, while others would try something else.
