Yes ... but I think that the main difference is driver education.
Both cities have some geographic funnel points - Toronto with river valleys that break up the terrain, and Hamburg with a major river through the middle of it. Toronto is effectively half a city twice it's size since the downtown is on the lake front. Hamburg's shape is more circular, meaning more people can live within a shorter radius of the centre, and that makes a difference. Toronto has better freeway penetration to more of the city - using some of the geographic features to advantage by using river valleys as freeway routes. The major Autobahn through Hamburg passes close to the city centre, while through traffic in Toronto is well away from the Downtown. So the cities have some significant differences.
However ... in Toronto a driver's license is easy to get and people feel somewhat entitled to have one.
In Germany a driver's license is much more difficult (and expensive) to get and people feel more privileged to have one.
Skilled drivers make a difference.
