That's partly how they built some of those highways originally. Certainly the 401 through Willowdale and Armour Heights - you can see the disrupted neighbourhoods on Google Maps between Bathurst and Bayview. Beautiful, and expensive, executive homes were expropriated and torn down by the hundreds.

Of course that was before Jane Jacobs galvanized public resistance to the destruction of city neighbourhoods for highways, and shamed governments into stopping it, first in New York and then Toronto.
Even if they were to bulldoze and widen the QEW it would only be a temporary solution which would only work for a short period of time. With population increasing so rapidly and more and more people using cars it would all go back to gridlock very shortly and peoples homes getting torn down is not a nice thing to do.
